Ballot and comments from AP Pro 32 panel voter Clark Judge of CBSSports.com:

Week 10

1. Atlanta Falcons - The record speaks for itself. The biggest obstacle for these guys isn't in the AFC South. It's complacency.

2. Chicago Bears - Which offense would you rather have: Jacksonville's or the Bears' defense?

3. Houston Texans - How good are the Texans? We're about to find out. They play Chicago this weekend.

4. San Francisco 49ers - Admit it, the 49ers are a complete team and a playoff lock, and they're making another run for a first-round bye.

5. Green Bay Packers - For those keeping score, at the rate Aaron Rodgers is going he'll have close to 50 touchdowns by the end of the season.

6. New York Giants - Anyone who can figure out what's going on with Eli Manning and the passing attack is urged to contact Kevin Gilbride immediately.

7. Denver Broncos - The Broncos' schedule makes them look like a first-round bye waiting to happen.

8. Baltimore Ravens - Seldom has a 6-2 club gotten such little respect, but that can happen when you go 30 minutes and seven series in Cleveland without a first down.

9. New England Patriots - I don't care what they're pass defense looks like, as long as Tom Brady is standing the Patriots are a Super Bowl threat.

10. Pittsburgh Steelers - I'll make a prediction now: These guys, not Baltimore, win the AFC North. They've rediscovered a run game, and stopping the run is a problem for the Ravens.

11. Detroit Lions - Finally, the Lions are back to .500, but there's still one problem: They play in the same division with Chicago and Green Bay.

12. Seattle Seahawks - As long as they're home, the Seahawks are safe ... and they have four more games there.

13. Indianapolis Colts - The feel-good story of the year. Forget Andrew Luck. How about Chuck Pagano/Bruce Arians as midseason Coach of the Year?

14. Tampa Bay Buccaneers - Doug is my favorite Martin.

15. Minnesota Vikings - Not even Adrian Peterson can save these guys from another so-so finish. The schedule just won't allow it.

16. Miami Dolphins - Ryan Tannehill is playing so well that finally, mercifully, people are talking more about him than his wife.

17. Dallas Cowboys - Tell the Ewings to pump some of that oil over to the Cowboys. Their offense is running on empty.

18. New Orleans Saints - Yes, the Saints have the world's worst defense, but they still have Drew Brees to act as a life preserver.

19. San Diego Chargers - A show of hands for anyone who trusts this team to win one week to the next. Someone? Anyone?

20. Cincinnati Bengals - The Bengals blew it when they didn't take advantage of an easy schedule. Now they suffer the consequences.

21. Washington Redskins - So what is it: Are the Redskins playing for now ... or later? What's "ludicrous" is that we're even asking this question.

22. St. Louis Rams - Good news, Rams fans: Only five months to the start of baseball season.

23. Arizona Cardinals - I'm not sure which offensive line is worse: Arizona's or Philadelphia's. What I am sure is that their quarterbacks can apply for early disability.

24. Philadelphia Eagles - There is nothing about the Eagles I like now. They can't tackle. They can't score. And they can't win. Check, please.

25. Buffalo Bills - Before the season GM Buddy Nix said it was time for the Bills to be "relevant" again. We're waiting.

26. Tennessee Titans - Now playing at a theater near you: Forget the Titans.

27. Carolina Panthers - Ah, yes, the icon is back. One victory, and Cam is back to his Superman impersonation. Someone tell him Superman wouldn't be 2-6.

28. Oakland Raiders - The Black Hole isn't in the stands. It's in the middle of the Raiders' run defense.

29. New York Jets - This is the punishment you get when you have no identity. The Jets simply don't know who ... or what ... they are. At least they know they're not "sniffing" the playoffs.

30. Cleveland Browns - You can't blame Jimmy Haslam if he has buyer's remorse.

31. Jacksonville Jaguars - Same goes for Shahid Kahn.

32. Kansas City Chiefs - I feel for new defensive coordinator Gary Gibbs. He's the guy who suffers the vengeance of Pittsburgh's Todd Haley this weekend.
