Ballot and comments from AP Pro 32 panel voter Clark Judge of CBSSports.com:

Week 7


1. Atlanta Falcons - The Falcons are the only unbeaten team, and that's great. But this isn't: They barely escaped Carolina and Oakland ... at home.

2. Chicago Bears - They can win with their defense, but can they win with Jay Cutler? We're about to find out.

3. Houston Texans - The Brian Cushing loss is huge, but the Texans have overcome worse. They will win their division. The only question is how far Matt Schaub can take them.

4. Baltimore Ravens - Talk about a Pyrrhic victory. That Dallas game may have cost the Ravens more than they ever thought possible.

5. New York Giants - Coach Tom Coughlin said his Giants are "a good team," but we knew that. We just didn't know they were better than San Francisco.

6. San Francisco 49ers - Talk about an overreaction. One loss, and people want to jettison Alex Smith. This is a good team that had a bad day. It happens.

7. Green Bay Packers - Nope, I don't mind that the Packers have three wins. What matters is what they did to Houston: They proved they're on their way back.

8. Seattle Seahawks - Too bad the Seahawks can't play all their games at home. Then we might be talking playoffs again.

9. New England Patriots - I thought that defense was supposed to be fixed. The Pats have blown two big fourth-quarter leads the past month.

10. Washington Redskins - I don't know how much the Redskins win, but I know RG3 makes them must-see TV.

11. Minnesota Vikings - This is probably too high for the Vikes, but that defeat of San Francisco keeps me wondering if they're legit.

12. Arizona Cardinals - I don't care who plays quarterback. He can't survive with that offensive line.

13. Philadelphia Eagles - If the Eagles' future is in Michael Vick's hands, the team's in trouble. He has 13 turnovers by himself.

14. Denver Broncos - One of these days Peyton Manning won't have to lead these guys from behind. That defeat of San Diego tells me the AFC West is a game of solitaire.

15. Miami Dolphins - I don't know how Joe Philbin is doing it, but I know I like the results. Dolphins are tied with everyone else for first in their division.

16. Cincinnati Bengals - My faith in the Bengals has been shaken the past two weeks, but anything is possible in the AFC North now.

17. Detroit Lions - I think it's fair to say the Lions saved their season with that come-from-behind win in Philadelphia.

18. Pittsburgh Steelers - Big Ben's OK, but the Steelers' defense isn't. That's three straight weeks it blew fourth-quarter leads.

19. Dallas Cowboys - Finally, the Cowboys untracked their offense. Now, maybe someone can teach Jason Garrett a lesson about clock management.

20. St. Louis Rams - The Rams are tough and competitive. They're also a year away.

21. San Diego Chargers - That was a crushing loss to Denver, so dreadful it might just capsize the Chargers' season.

22. New York Jets - Things must be OK around Generation Rex again. The head coach is predicting a defeat of New England.

23. Buffalo Bills - I don't know what to make of the Bills anymore, which means they fit right in with the rest of their division.

24. New Orleans Saints - Drew Brees can set all the records he wants. The Saints' defense still stinks.

25. Tennessee Titans - It's going to take more than a defeat of Pittsburgh for me to think these guys are anything but also-rans.

26. Indianapolis Colts - You win some, you lose some and sometimes you get embarrassed by the New York Jets.

27. Tampa Bay Buccaneers - I look at this team, and, suddenly, I understand why fans are staying home.

28. Oakland Raiders - The race is on for last in the AFC West.

29. Cleveland Browns - Yeah, that victory was swell, but it's only the second in Cleveland's last 16 games.

30. Carolina Panthers - No, we Cam't.

31. Jacksonville Jaguars - This season is all about one guy, and it's not Mike Mularkey. It's Blaine Gabbert. He must prove the Jags can build something around him ... and so far the jury is out.

32. Kansas City Chiefs - Romeo, Romeo, where aren't thou? At the bottom of the heap, that's where.
